It's a squirrels sign that something is not right in the area. Often they will do it when humans are around, so they spin their tales to notify other squirrels in the area that something isn't right and to be on the alert. You'll see them do it when hawks are around too.Why do Squirrels spin their tales?
What Tiny and Brnone said: It's a form of communication. We have a lot of squirrels around here, and usually when they're twitching their tails there is a hunting cat nearby.
They use their tails for balance, so if there is a wind, or they're just a little off-balance, they'll move their tails to compensate for it. I just fall, instead.
I agree, it is a form of communication, probably a warning sign to other squirrels about danger.
Because of the stimuli in their nerve retrievers spasm when they injure the pressure pads on their femurs.

so they can have swirly squirrely poop.
So they can fly.
